Lillian Adhiambo Otieno is a senior human rights and refugee protection lawyer with over 15 years of experience advancing justice, dignity, and protection for marginalised and displaced communities. She serves as the Executive Director of CAN Kenya and is an Advocate of the High Court of Kenya. Lillian brings specialised expertise in child protection, access to justice, refugee law, durable solutions including local integration, complimentary pathways and fraud prevention and mitigation. Her career spans extensive service within UNHCR operations across both hardship and urban contexts, including Lebanon, Niger, Chad, Kakuma Refugee Camp and Nairobi in Kenya, Zimbabwe, Egypt, Rwanda, and Pakistan. Through this work, she has supported refugees and asylum seekers from diverse backgrounds, contributing to key protection processes such as Refugee Status Determination (RSD), resettlement and complementary pathways, registration, child protection systems, and fraud prevention. As Executive Director, Lillian provides strategic leadership and oversight for the design, implementation, and coordination of CAN Kenya’s programs, ensuring alignment with national laws, international human rights frameworks, and donor requirements. She leads the organization’s mission to defend human rights, strengthen community protection systems, and advance access to justice, with a particular focus on women, people with disability or vulnerability, children, refugees, and stateless persons. Her work spans community-based legal aid, governance and human rights education, peacebuilding initiatives, SGBV prevention, sexual and reproductive health and rights, and sustainable livelihoods, empowering individuals and communities to claim their rights and participate meaningfully in civic life. Her leadership is grounded in solidarity with communities, accountability to rights holders, and a firm commitment to ensuring that justice and dignity are accessible to all.
